MSR Founders Edmund Regalia and Marvin Starr
Awarded CA State Bar Real Property Persons of the Year

May 23, 2016 (Walnut Creek, CA) – Miller Starr Regalia (MSR), a preeminent California real estate law firm for over 50 years, announced today that two of its founding members, Edmund L. Regalia and Marvin B. Starr, have been presented with the 2016 Real Property Persons of the Year – Great Collaboration Award from the State Bar of California’s Real Property Law Section. The presentation was made on May 21 at the 35th Annual Real Property Law Section Retreat at the Hyatt Regency in Monterey.

Edmund Regalia and Marvin Starr, along with their partner Harry Miller, founded Miller Starr Regalia in 1964. MSR has grown to become one of the state’s preeminent real estate law firms, playing a significant role in California real estate law.

“I am enriched and flattered by this honor.” said Starr, who was present to accept the award. “It is wonderful to receive recognition of our success several years after retirement.”

“Marvin and I are honored to be recognized by the California State Bar and its Real Property Law Section,” said Regalia. “To be recognized by your peers after all these years is humbling and very gratifying.”

Regalia focused his practice on litigation of real estate and business matters. He was editor-in-chief of Miller & Starr, California Real Estate, the most widely used and judicially recognized real estate treatise in California. He has been a consummate community leader, devoting countless hours to varied civic and philanthropic organizations and causes. By Gubernatorial appointment, Regalia served as a Commissioner on the California Law Revision Commission, charged with advising the Governor and Legislature with respect to recommended revisions to the statutory law. He founded, along with acquaintances, the Kennedy-King Memorial Scholarship Fund to provide minority students at Contra Costa community colleges with scholarships to enable them to complete their education at a four-year university.

Starr’s practice involved a broad spectrum of real property matters, including real property secured transactions and contracts. He was called upon extensively as both a consultant and an expert witness by law firms throughout California. Starr was one of the original co-authors, along with Harry Miller, of Current Law of California Real Estate, which evolved into Miller & Starr, California Real Estate. Starr gave commercial seminars to real estate professionals on tax aspects of real property, focusing on 1031 tax deferred exchanges. He pioneered the wide spread use of delayed tax deferred exchanges. He also was a guest speaker on numerous occasions at the University of California, Berkeley, and was a teacher of real property secured transactions at the John F. Kennedy University School of Law.

“Ed and Marvin have contributed significantly to California real estate law, but more importantly, they have positively impacted many individuals” said Anthony M. Leones, managing shareholder of the firm. “Our attorneys, staff and clients are privileged to know Marv and Ed and each of us have been influenced by their genuineness and dedication to their practice and the real estate legal community.”
