Rear Admiral Cari B. Thomas, Commander
U.S. Coast Guard District Fourteen

Rear Admiral Thomas assumed duties as Commander, Fourteenth Coast Guard District in May 2013. The area of responsibility spans over 12.2 million square miles and includes the Hawaiian Islands, Guam, American Samoa and activities in Saipan, Singapore and Japan. This encompasses a region nearly three times the size of the continental United States. Prior to reporting District Fourteen, Rear Admiral Thomas was the Assistant Commandant of Response Policy, where she oversaw the development of Coast Guard response doctrine and policy guidance. As part of these duties, she led or participated in U.S. delegations negotiating treaties for Arctic search and rescue and oil spill responses as well as overseeing a number of other international agreements that encompassed fisheries enforcement in the Western and Southern Pacific, oil spill responses in the Caribbean and Arctic and counterdrug operations in the Caribbean and Eastern Pacific. A 1984 graduate of the U. S. Coast Guard Academy, Rear Admiral Thomas served on cutters VIGOROUS, VALIANT, commanded MANITOU, and served extensively in other operation assignments. Rear Admiral Thomas graduated with distinction from the Naval War College with a Masters of Arts in National Security and Strategic Studies, and has completed Harvard’s National Preparedness Leadership Initiative. She also holds a Master of Science in Educational Leadership from Troy State University and a Bachelor of Science degree in Civil Engineering from the Coast Guard Academy. She is currently the Chair, Board of Directors of the Sea Services Leadership Association and has served on other non-profit boards as a member. Her awards include the Legion of Merit, five Meritorious Service Medals, a Joint Service Commendation Medal, the Department of State Superior Honor Award among many other personal, unit and campaign awards. She earned permanent cutterman status in 1994. At the APP Winter Conference, the Admiral will address current security issues facing Pacific Ports.

Richard Price, Program Manager
EA Engineering, Science, and Technology, Inc.

Richard is a Professional Engineer with more than 25 years experience in program management, storm water permit compliance, low impact and sustainable design, environmental monitoring and training, stream and wetland reinstatement, surface and subsurface computer modeling, site remediation design, and irrigation system development.  He has experience in the complete progression of project development and implementation.  Richard has lived and worked in Nepal and the former Soviet Union where, in addition to his environmental consulting experience, he worked to construct irrigation systems and economically and environmentally sustainable housing, water supply, and sanitation facilities for refugees. Richard will give a presentation on the new stormwater permitting issues affecting Pacific ports.

Tom Spear, Partner and Owner
Schrader Company Sales LLC

Based in the Seattle, Washington area, the Schrader Co represents manufacturers of marine infrastructure systems for all of the Western States including Alaska and of course Hawaii. From composite piles, HDPE timbers, UHMW, complete fendering systems, to protection and  restoration systems, the Schrader Company works closely with not only the engineering community that specialize in waterfront practices, but also the  general contractor community that build their designs. Tom will speak specifically on the subject of the restoration and protection of existing wood, concrete or steel piles.

LYON’s work includes infrastructure improvement projects, roads and highways, utilities, institutional facilities and housing developments. LYON provides quality civil engineering planning and design services for governmental, institutional, military, commercial and private sector clients in Hawaii, the Pacific and worldwide. Recent projects include large military housing subdivisions, maintenance facilities for a rail system, port and airport improvements, reservoir feasibility analyses, ADA improvements for bus stops and construction phase services for large infrastructure projects. Jim will be discussing sea level rise in island communities.

OPTIONAL NETWORKING ACTIVITIES & COMPANION TOURS AT WINTER CONFERENCE

In addition to the informative and exciting activities that are scheduled for the January 14-16th Winter Conference at the Kauai Marriott Resort, delegates and companions can enjoy other optional activities.

 

The chartered fishing trip is full (please contact APP staff to be added to a waiting list if interested), but space remains for the optional golf networking outing ($100 fee per player applies, RSVP required) on Wednesday, January 14th. It will be held at the amazing Kiele Course at Kauai Lagoons. The course sits in a secluded southwest corner of the island of Kauai, conveniently located on-site at the Marriott Resort. Once at the course, players will discover that the famed Kiele has a sense of style uniquely its own. Its fairways weave through mango and guava tree forests, along imposing ocean cliffs and promontories high above the harbor, among some forty acres of fresh water lagoons. It is said that when legendary golfer and architect Jack Nicklaus first created the original Kiele Course in the late 1980s, the terrain lent itself so well to his vision that he made but a single change to his original design. In 2011, Jack Nicklaus was again called upon, this time to redesign Kiele’s back nine. Included in the redesign is a new ocean hole that is now the centerpiece of what is the longest stretch of continuous ocean holes of any course in Hawaii: four fabulous holes providing over 1/2 mile of unobstructed oceanfront golf.

Companions will have the option on Friday, January 16th of a special tour with lunch of the Grove Farm Homestead and Sugar Plantation Museum. Sugar cane was the chief agricultural industry on Kauai for over 150 years. Providing one of the last authentic experiences of Kauai’s sugar cane heritage, Grove Farm continues today in its arrangement and operation as it did as a developing center of a 19th century Hawaii sugar plantation. Acquired in 1864 by George N. Wilcox, the son of missionary teachers, Grove Farm is a beautifully preserved one hundred acre homestead in the center of Lihue that includes the original plantation main house, owner’s cottage, guest cottage, old office, as well as other resident and plantation workers’ housing camp. The ongoing active household and farm with its animals, gardens, banana patches and pastures, maintain the same cleaning and agricultural schedules and practices that were established in the 1870’s. The tour will cover the historic grounds, buildings, and the collections contained within, as well as a historic photo collection, oral histories of former plantation workers, ledgers of plantation workers and their pay scales, a collection of Hawaiian artifacts, and much more.
