U.S. EPA Draft Stakeholder Engagement and Capacity Building Tools for Port and Near-Port Community Collaboration

EPA has collaboratively developed three draft tools to support effective stakeholder engagement between near-port communities and port facilities. Please see below for an overview and links to the draft tools, instructions for submitting comments, and how to apply to be a pilot location.

Comments and pilot location applications are due August 31, 2016.

EPA’s Near-Port Community Capacity Building Project supports goals of:

  • Environment related health improvements for communities affected by ports and associated goods movement facilities and,
  • Environmental performance improvements at ports by providing industry and community stakeholders with information, skills and guidance to effectively develop and implement collaborative actions that reduce environmental pollution.

DRAFT ENGAGEMENT AND CAPACITY BUILDING TOOLS –

FEEDBACK REQUESTED

An interactive tool and reference document that characterizes the port industry sector including environmental and community health impacts associated with port activities.

An implementation companion for the Ports Primer for Communities that provides a step-by-step process for building capacity and preparing community stakeholders.

Designed to inform the port industry sector of the perspectives, priorities, and challenges often unique to nearby communities with EJ concerns.

In addition to orienting the port sector about EJ considerations, this resource is structured to provide step-by-step guidance for improving the effectiveness of port and community engagement in addressing concerns of impacted residential communities.

Pilot Opportunity for Near-Port Communities and Ports/Port Authorities

Starting Fall 2016 – Deadline to Apply August 31, 2016

We are looking for Ports and Near-Port Communities to pilot EPA’s new collaboratively developed draft stakeholder engagement and capacity building tools. EPA will provide direct technical assistance to community stakeholders and port facility stakeholders to test and refine the draft tools and the associated processes.

About the West Coast Collaborative (WCC)

The WCC, staffed  by the US Environmental Protection Agency’s (US EPA’s) Pacific Southwest Region 9 and Pacific Northwest Region 10 Offices, protects public health by reducing diesel emissions and promoting clean air technologies and practices through public-private partnerships in Western North America. The Collaborative is an ambitious partnership between leaders from federal, state, local and tribal government, the private sector, and environmental groups committed to reducing diesel emissions along the West Coast. Our partners come from all over Western North America, including: California, Oregon, Washington, Alaska, Arizona, Idaho, Nevada, Hawaii, Canada, Mexico, Asian Pacific regions, and Pacific Islands that include the Territory of Guam, the Commonwealth of the Northern Marina Islands (CNMI), and the Territory of American Samoa.
