Microbeads Legislation (AB 888) Passes Senate Floor

We’re very pleased to announce a very big win in the legislature this week.
On Friday, September 4, the CASA-sponsored legislation to ban plastic microbeads in personal care products (AB 888 – Bloom) passed the Senate Floor on a 24-14 vote. It now moves back to the Assembly for concurrence and then on to the Governor’s desk.  Read more… 
Success Follows Long Battle on Permitting Jurisdiction Issue
And now for some more great news!
After six years of advocating on the issue of permit requirements for POTWs receiving hauled-in organic waste, CASA and our members can finally celebrate a hard-fought victory.
The issue began in 2009 with the release of a Guidance Document by the Integrated Waste Management Board (now CalRecycle) entitled, How Anaerobic Digestion Fits Current Board Regulatory Structure. That document opined that Local Enforcement Authorities (LEAs) could consider wastewater treatment plants that accept hauled-in organic waste for co-digestion to be transfer stations/process facilities. Such a decision would require that a POTW obtain a solid waste permit in addition to their NPDES permit and be subject to CEQA and LEA inspections. Read more…

Your help is needed to end the threat of litigation.
In August, Representative Duncan Hunter introduced H.R. 3353, a reasonable and measured approach to one of CASA’s high-priority federal issues: Clean Water Act citizen suit reform. The bill attempts to address some of the underlying factors that incentivize abusive citizen lawsuits, which often result in local agencies paying millions of dollars in settlements and legal fees that do not yield a corresponding environmental benefit.
