Final Rules on Waters of the United States Published 

On June 29, the final rule defining what constitutes a water of the United States (also referred to as the “Clean Water Rule”) was published in the federal register. This means that 60 days after this date, the rule will become effective.

CASA fought to ensure that water recycling facilities are exempted from the proposed rule. We also opposed any regulatory impacts on water recycling, water storage, and other mechanisms that play a part in recycled water infrastructure and processes.

The revised final rule attempts to address these concerns and, thanks in large part to CASA’s efforts, contains a specific exemption for a number of recycled water facilities. The final rule also maintains the two exemptions that were CASA’s top priorities: maintenance of the waste treatment exemption and explicit exclusion of groundwater.

CASA Advocates for Federal Pharmaceutical Take-back Grant Program
CASA recently submitted a comment letter voicing support for federal legislation sponsored by California Representative Ami Bera that would establish a grant program to help fund pharmaceutical disposal sites. Reducing the flow of pharmaceuticals to wastewater treatment plants is a high priority for CASA members, and many have already implemented programs such as the No Drugs Down the Drain campaign and take-back collection days. This legislation should help fund a variety of take-back programs, and is a positive first step in battling this important issue.
Members of Congress Seek CASA Views on Federal Drought Relief
Representatives Jared Huffman, Grace Napolitano and Linda Sanchez held a listening session this week with key California water leaders to solicit ideas and recommendations for addressing the drought. The informal group discussion included CASA Executive Director Bobbi Larson and the General Managers of several southern California CASA member agencies.

CASA Fights to Protect Wastewater Employees from Ebola

CASA has been engaged in Ebola issues since the first patients were diagnosed in the U.S. in 2014. The Center for Disease Control (CDC) published guidance stating Ebola wastewater could be flushed without pretreatment. CASA, wastewater treatment plants, local health agencies, hospitals, and researchers were concerned, given the lack of research on the survivability of Ebola outside of its host.

CASA Members, Staff, Work to Refresh CASA’s Brand

Recently, a group of CASA members and staff gathered to revitalize CASA’s brand.

CASA Intern Gathering Information to Support Project Funding
Meet CASA’s new intern, Alan Castellanos Tanori. Alan just graduated from Sac State with a degree in Government.

 

Alan will be contacting CASA and WateReuse California members to gather data on the status of existing and planned recycled water projects. He will also be gathering information about renewable energy and biosolids efforts occurring across the state. This information will support both organizations as we advocate for project funding at the state and federal level, and give key decision makers additional data on the role of wastewater agencies as renewable resource providers.

Agency News

The Dublin San Ramon Services District (DSRSD) opened a second residential recycled water fill station. DSRSD offers the free recycled water to homeowners in order to help keep their landscaping alive during the drought.
