Register today to join us on July 15-18, 2018 for APP’s 105th Annual Conference, hosted by the Port of Stockton, California USA. Together, we are “Building Partnerships Throughout the Pacific.”

Julie Minerva, Principal, Carpi & Clay, Inc.
Julie Minerva has experience in assisting local government navigate federal policy and funding opportunities with a focus on large water and transportation infrastructure investments. Her water infrastructure work covers all aspects of the U.S. Army Corps of Engineers’ mission, including flood damage risk reduction, navigation, environmental restoration, shoreline protection and FUSRAP. She also has experience assisting clients with FEMA’s mapping process and the National Flood Insurance Program. At the national level she provided the Washington perspective from 2009 to 2010 on water resource issues as a monthly columnist for Floodplain Management and Liability Reporter. Julie is also active in the transportation community and devotes a great deal of time to assisting clients achieve their transportation priorities. She is coauthor of the New Starts Handbook – a guide for congressional staff navigating the Federal Transit Administration New Starts process – and provided extensive legislative research and analysis for a report on the Major Capital Project Pipeline for the American Public Transportation Association. Her broader work for cities, counties and transit agencies and JPAs across the country ranges from law enforcement and public safety initiatives to the reuse of former military installations.

 
Patrick Verhoeven, Managing Director, International Association of Ports & Harbors 
Patrick Verhoeven is responsible for policy and strategy at IAPH. The organization represents about 170 ports and some 140 port-related businesses in 90 countries worldwide. Prior to joining IAPH in 2017, Patrick spent twenty-four years in Brussels representing the interests of shipowners, port authorities, terminal operators and ship agents at EU level. He started his career in 1991 with the Antwerp-based ship agent Grisar & Velge. Patrick holds a PhD in applied economics and a bachelor in law from the University of Antwerp. He is assistant professor at the university’s Centre for Maritime and Air Transport Management (C-MAT). Patrick lives in Antwerp with his wife and three children.

Wrapping up APP’s spring intermodal seminar
 
Our May 24th seminar, “Intermodal Infrastructure: Connecting Future Freight through Forward-Thinking,” at the Portland International Airport conference center discussed efficient rail connections, intermodal project feasibility, trucking and industrial area improvements, freight master planning, disaster preparedness/safety considerations, and how to complete these important projects that benefit ports and surrounding communities.

Blanchard joins IAPH committee
 
Dr. Elizabeth Blanchard, 2016-17 APP President and Port of Stockton Commissioner was recently appointed to the International Association of Ports and Harbors (IAPH) Women’s Forum. 
 
Appointed by President Santiago Garcia Milà, Blanchard succeeded Rachel Vandenberg of Dewberry as Vice Chair. 
 
IAPH’s Managing Director of Policy and Strategy, Dr. Patrick Verhoeven, will be a guest speaker at our upcoming 105th Annual Conference hosted by the Port of Stockton.

Updates at Ports Authority Tonga
 
Ports Authority TongaPorts Authority Tonga’s CEO, Mosese Lavemai, was recently elected as the new President of the Pacific Maritime Transport Alliance for the next three years at the PMTA’s Annual General Meeting held in Auckland, New Zealand. The Ports Authority Tonga also took over the PMTA Secretariat role from the South Pacific Community (SPC), after holding the PMTA Secretariat role for more than 10 years.
 
The SPC had chosen the Ports Authority Tonga as one of two Pacific Ports to champion the three years (2018-2021) Green Pacific Port pilot project which was launched in in Tonga in May 2018. The Green Pacific Port is a new concept developed by SPC in collaboration with the Secretariat of the Pacific Environmental Programme (SPREP) to improve port efficiency and sustainability, and energy and environment management to reducing impact on the environment and greenhouse gas emission. The Ports Authority Tonga agreed to support the initiative and lead by example through piloting the project.
