The First District Court of Appeal has issued a ruling in a lawsuit brought by CASA and the City of Vacaville. Initially triggered by a permit issued to Vacaville in 2001, the case focused on the legality of several provisions of the Water Quality Control Plan (Basin Plan) for the Central Valley Region.
