FISCAL YEAR 2017 BUDGET: THE PAST IS PROLOGUE
Congress is approaching the new fiscal year with a predictable strategy. Both the House and Senate Committees on Appropriations have successfully moved respective funding bills for the federal government. But completing action on passage of the twelve spending bills and are now on hold as disputes over program funding levels and the almost perennial effort to hamstring federal agency rulemakings. Efforts to rein in rulemaking have spawned the ire of the Administration and resulted in veiled and not so veiled veto threats…
