NEPA News – Administration Issues Major Climate Change Guidelines

On December 18, the White House Council on Environmental Quality (CEQ) released updated draft guidance for federal agencies on how they should consider greenhouse gas emissions and climate change when conducting reviews under National Environmental Policy Act (NEPA).  The guidance is part of a larger White House effort on climate change. The administration released a similar draft proposal in 2010 that was never finalized.  CEQ will be accepting comments on the updated draft guidance for 60 days.

In addition, CEQ issued a second document with recommendations on how federal agencies engaged in water resources planning should consider the impacts of in NEPA analyses.

  •  Final Principles, Requirements and Guidelines – Provides direction on decision-making across Federal agencies engaged in water resources planning, including the U.S. Army Corps of Engineers, Environmental Protection Agency, Department of Agriculture, Department of the Interior, National Oceanic and Atmospheric Administration, Tennessee Valley Authority, Federal Emergency Management Agency, and Office of Management and Budget.
