Senate Subcommittee Kicks Off FY 23 Spending Proposal Hearing

This past week, Senate Committee on Appropriations’ Subcommittee on Energy and Water convened to review the Biden funding request of the U.S. Army Corps of Engineers (USACE) and U.S. Bureau of Reclamation (USBR).  Testifying before Chairman Dianne Feinstein and her subcommittee members were Mike Connor, Assistant Secretary for Civil Works, USACE; and David Palumbo, Deputy Assistant Commissioner, USBR.  The oversight hearing revealed a subcommittee somewhat perplexed over the reduced spending request for both agencies’ water resources programs.  (Read More)

Senate Committee Reviews Implementation of Water Infrastructure Assistance 

This week, the Senate Committee on Environment and Public Works Subcommittee on Fisheries, Water, and Wildlife held a hearing to hear stakeholders’ perspectives on current water infrastructure needs and examine how to best implement the funding investments from the Drinking Water and Wastewater Infrastructure Act (DWWIA) and Infrastructure Investment and Jobs Act (IIJA). In her opening statement Chairwoman Tammy Duckworth (D-IL) noted DWWIA’s historic investment and programmatic changes to help states, local governments, and communities address water infrastructure needs and emphasized the importance of ensuring the funding is effectively distributed, with particular attention to disadvantaged communities (DACs). House Committee Examines FEMA’s 2022-2026 Priorities 

This week, the House Committee on Transportation and Infrastructure, Subcommittee On Economic Development, Public Buildings, and Emergency Management held a hearing entitled, FEMA Priorities for 2022 and the 2022-2026 Strategic Plan.  The hearing is part of an ongoing effort by the Subcommittee to examine and improve the delivery of FEMA’s disaster response and mitigation programs. USEPA Administrator Testifies Before Senate Committee on FY2023 Budget Request

The U.S. Environmental Protection Agency’s (USEPA) Administrator Michael Regan testified before the Senate Committee on Environment and Public Works this week on the Administration’s Fiscal Year (FY) 2023 budget request. In his testimony, Regan noted the FY2023 budget requests a total $11.9 billion to address key priorities, including tackling climate change, delivering environmental justice, upgrading water infrastructure, and rebuilding the Agency’s core functions.
