Bay Planning Coalition brings together the organizations and leaders who build, manage, regulate, and protect the Bay Area’s infrastructure, natural resources, and waterfront economy.
Founded in 1983, BPC is a nonprofit membership organization representing approximately 100 public agencies, businesses, and nonprofit organizations across all nine Bay Area counties. Through advocacy, collaboration, and direct engagement with policymakers and regulatory agencies, BPC works to advance practical solutions that support a thriving regional economy and resilient communities.

The challenges facing the San Francisco Bay rarely fit within the boundaries of a single agency or sector. BPC brings together organizations with different perspectives and expertise to identify shared priorities, develop practical solutions, and advocate for effective public policy.
BPC advances practical policies and regulatory reforms at the regional, state, and federal levels. We engage with elected officials, agencies, and partner organizations on issues affecting the Bay and its communities.
BPC creates a forum for public and private organizations to work together on shared regional challenges. By connecting member expertise with policymakers and agencies, BPC helps strengthen coordination and develop practical approaches to complex issues.
BPC works to help move regional priorities from planning toward action, with a focus on efficient permitting, resilient infrastructure, and effective project delivery.
BPC’s work spans regional, state, and federal policy, with a focus on practical solutions that strengthen both the Bay Area’s economy and environment. Working alongside members and regional partners, BPC contributes to policy, regulatory, and funding efforts on some of the Bay Area’s most consequential issues.
BPC advocates for reliable navigation and the beneficial reuse of dredged sediment. Our work supports practical policies that maintain navigable waterways while expanding opportunities to use sediment for shoreline resilience and habitat restoration. Recent efforts have included engagement on dredging and beneficial reuse priorities through the 2022 and 2024 Water Resources Development Acts.
Improving the efficiency and coordination of environmental review and permitting is a longstanding BPC priority. BPC engages with agencies and policymakers on reforms intended to make regulatory processes more predictable and support timely project delivery. Recent efforts include engagement in regional permitting reforms and co-sponsorship of AB 2051, authored by Assemblymember Buffy Wicks, to advance permitting efficiency at the state level.
BPC participates in regional efforts to strengthen how the Bay Area prepares for sea level rise. This includes engagement in Bay Adapt and shoreline adaptation planning, with an emphasis on practical approaches that support local implementation and regional coordination.
BPC advocates alongside regional partners for state and federal investment in the Bay Area. This work supports priorities such as climate adaptation, infrastructure, water resources, and the long-term resilience of the region.
