Court Rejects Referendum Seeking to Overturn District’s Water Rate Increases

An Orange County judge ruled this week that a local water district may increase monthly water rates as an urgency measure to offset a decline in revenues during the drought, and such action is not subject to repeal through the referendum process.

Judge Robert J. Moss on Monday ruled in favor of the Yorba Linda Water District in a suit filed in January by the Yorba Linda Taxpayers Association. The suit asked that the water rate increase be repealed or placed on a ballot for voters to decide.

DWR Submits Emergency Regulations for GSPs to Office of Administrative Law

The California Department of Water Resources today submitted to the Office of Administrative Law the Groundwater Sustainability Plans and Alternatives emergency regulations, which begins a 5-day comment period.

The OAL has 10 calendar days to process the emergency regulations which will become effective when OAL files them with the Secretary of State.

State Water Board Launches Hearings on CA WaterFix

The State Water Resources Control Board today launched a series of public hearings on the California Department of Water Resources’ request to add three new points of diversion in the Sacramento-San Joaquin Delta for the California WaterFix project.

The opening of the first three-day set of hearings began with policy statements from California Natural Resources Secretary John Laird, and officials from the U.S. Department of the Interior. Numerous opponents of the project also spoke.

The hearings are being held at the EPA Building, 1001 I St., Sacramento.

State Water Board to Provide Information on Water Right Measurement and Reporting

The State Water Resources Control Board is scheduled to host an informational fair Aug. 22 to help facilitate compliance with recently adopted measurement and reporting requirements.

The fair will bring together water right holders, vendors, and other professionals employed in the water measurement industry to discuss ways to reasonably and practically measure diversions of water in compliance with the new requirements. State Water Board staff will also be present to answer questions.

State Water Board Holds Workshops on Developing MCL for 1,2,3-TCP

The State Water Resources Control Board is conducting workshops on development of a drinking water standard for 1,2,3-Trichloropropane (or 1,2,3-TCP), a chemical used as an industrial solvent that also was an ingredient in soil fumigants widely used for decades.

Legislative Proposals Due Sept. 2

The ACWA State Relations Department is accepting legislative proposals from member agencies for the first year of the 2017-‘18 legislative session. The State Legislative Committee will review final legislative proposals at its upcoming annual planning meeting on Oct. 21 in Sacramento.
