ACWA Submits Comment Letter on State Board Proposed Regulations on Mandatory Conservation

Formal Rulemaking Package Expected on April 28

ACWA submitted comments late yesterday to the State Water Resources Control Board regarding the draft emergency regulations on mandatory conservation issued April 18.

Yesterday was the deadline for comments on the draft regulations, which are intended to implement the mandatory 25% statewide reduction in urban water use outlined in Gov. Jerry Brown’s April 1 executive order on the drought.

Next Steps

The State Board is expected to issue a formal regulatory proposal in the form of an emergency rulemaking notice on Tuesday, April 28. Written comments will be accepted through Monday, May 4. The State Board is scheduled to consider final approval at a hearing on May 5 or 6.

Town Hall at ACWA Conference

The emergency regulations will be the subject of a special town hall meeting at 9:30 a.m. Thursday, May 7, during the ACWA 2015 Spring Conference & Exhibition in Sacramento. State Board Chair Felicia Marcus will provide an up-to-the-minute description of the State Board’s activities.

There will be a response panel including local water managers, and attendees will have the opportunity to ask questions about the emergency regulations.
