Since formation of the Bay Planning Coalition in 1982 – in fact, during its formation – the lawyers of Briscoe Ivester & Bazel LLP have played outsized roles in the Coalition and its activities. John Briscoe joined with a band of Bay Area business and civic leaders, among them Charlie Roberts, Frank Boerger, Angelo Syracusa, and Bill Dutra, to found the Coalition. Briscoe served on the board for 29 years, twice as its president. David Ivester, who chaired several committees during those years, now serves on the board, and is its immediate past-president.

The lawyers of Briscoe Ivester & Bazel have represented the Coalition in administrative and judicial proceedings on issues crucial to Coalition members, successfully challenging, for instance, the Regional Water Quality Control Board’s inclusion of underground regulations in its Basin Plan. They have also served as counsel for many Coalition members. Their work has included maritime projects such as the Port of Richmond’s Honda Terminal and Port of Oakland developments, and shoreline and landside projects such as Dublin Ranch, Mare Island, Redwood Shores, Richmond’s Terminal One, Oracle projects and the Golden State Warriors Arena proposed for Piers 30 and 32 in San Francisco.

 Briscoe Ivester & Bazel’s lawyers have worked overseas for the United Nations, Kuwait, Ethiopia, South Korea, and the sea-level-besieged small island nation of Palau. They regularly represent private and public clients in the environmental review and permitting of projects and enforcement proceedings in federal, state, and local agencies, including the Corps of Engineers, EPA, BCDC, state and regional water boards, State Lands Commission, Department of Fish and Wildlife, and Coastal Commission—and, of course, litigating against those agencies when necessary.
