In 1982, a small band of Bay Area business and civic leaders, among them Charlie Roberts, Frank Boerger, Angelo Syracusa, Bill Dutra and John Briscoe formed the Bay Planning Coalition. Briscoe and his firm have been cogs of the Coalition ever since. Briscoe served on the board for 29 years, twice as its president. Dave Ivester, who chaired several committees during those years, now serves on the board, and is its president.

But the firm’s bread-and-butter practice is representing private and public clients before federal, state, and local agencies, including the Corps of Engineers, EPA, BCDC, state and regional water boards, State Lands Commission, Department of Fish and Wildlife, and Coastal Commission—and, of course, against those agencies in court, when necessary.
