The Deputy Administrator for the Federal Highway Administration, Mr. David Kim, will be speaking.  Among other duties, he oversees implementation of Fixing America’s Surface Transportation Act (FAST Act).

The Commander of the South Pacific Division, Colonel D. Peter Helmlinger, will be joining us.  Colonel Helmlinger has just left USACE Headquarters where he was Chief of Staff for the Corps of Engineers.

Additionally, Mr. Eddie Belk, Chief of Operations and Regulatory Community of Practice at USACE Headquarters will be joining us.  Mr. Belk is charged with oversight of operations and maintenance programs for the nation’s civil works infrastructure portfolio (locks, dams, levees, channels, Corps field facilities, marine fleet, etc). He is also responsible for national Corps operational programs such as hydroelectric power, public recreation, environmental restoration, wildlife management and the regulatory oversight of waterways and wetlands.  The short hand on Mr. Belk is that Jeff McKee, the navigation business line manager works for him.
