ABAG Response to MTC Proposal to Transfer Regional Land Use Planning Staff

“Dear elected officials and interested parties

On September 17th, the ABAG Executive Board met and discussed MTC’s previously announced plan to unilaterally move 15 of ABAG’s land-use planners to MTC to create a single regional planning department under MTC’s control. This would effectively shift regional land-use planning authority from the Council of Governments, ABAG, to MTC. The next day, September 18th, MTC’s Executive Director, released a detailed staff report, outlining how he proposed to implement this transfer of ABAG land-use planning staff to MTC.

Attached you will find a summary of the discussions and actions that took place at ABAG’s September 17th Executive Board meeting as well as ABAG’s analysis of the MTC staff report released the next day. Finally, attached to my one page summary, are four brief memos that address the financial, land-use planning, human resources, and legal impacts of MTC’s current proposal.
