More on the Infrastructure 2.0 Act: The Delaney bill would tax U.S. companies’ overseas earnings at a one-time rate of 8.75 percent, which the lawmaker says would generate $120 billion in revenue for the Highway Trust Fund and another $50 billion to capitalize a new infrastructure bank.
