Please be advised that the State Water Resources Control Board (State Water Board) is tentatively planning to hold a workshop on May 6, 2014, on a Temporary Urgency Change Petition (TUCP), and subsequent requests for modification, filed by the California Department of Water Resources and United States Bureau of Reclamation (collectively referred to as Petitioners) to modify Delta flow and water quality requirements of the State Water Project and Central Valley Project (Projects).  The State Water Board’s Executive Director conditionally approved a January 29, 2014 TUCP on January 31, 2014.  The Petitioners submitted requests to modify the Order approving the TUCP resulting in subsequent modifications to the Order by the Executive Director on February 7, February 28, March 18, April 9, and April 11, 2014.  The April 9 and April 11 modifications addressed some of the proposed changes included in the Petitioners’ April 8, 2014 Drought Operations Plan (DOP).  The State Water Board’s Executive Director intends to issue an Order on or about May 1, 2014, addressing other changes included in the DOP and objections to the TUCP Order received to date.

The State Water Board has tentatively scheduled a public workshop on May 6, 2014, to discuss the upcoming Executive Director Order and any changes that should be made to it, including whether the Order adequately addresses issues previously raised in objections and petitions for reconsideration.  A quorum of the members of the State Water Board may be present at the workshop, however, this will be an informational workshop only and the State Water Board will take no action.  Following the workshop, the State Water Board may then reconsider the order on its own motion based on information received at the workshop or as a result of petitions for reconsideration by others.

The State Water Board will issue a public notice with the exact time and place of the workshop in the near future.  Further information concerning the TUCP can be found at: http://www.waterboards.ca.gov/waterrights/water_issues/programs/drought/tucp.shtml.
