NOTICE OF PUBLIC HEARING

 

To Amend the

Water Quality Control Plan for the San Francisco Bay Basin

 

 

NOTICE IS HEREBY GIVEN that the San Francisco Bay Regional Water Quality Control Board (Water Board) will consider an amendment to the Water Quality Control Plan for San Francisco Bay Basin (Basin Plan) during a public hearing on June 11, 2014. Specifically, the Water Board will consider a Basin Plan amendment for:

 

Incorporating New Onsite Wastewater Treatment System Policy, Amending Wet Weather Overflows Policy, Updating Graywater Information, and Updating a Table of Wastewater Discharge Locations

MATERIALS:              The proposed Basin Plan amendment and supporting staff report will be available online March 28, 2014 at: http://www.waterboards.ca.gov/sanfranciscobay/basin_planning.shtml#owts. Copies of these documents are available upon request to the staff contact above.

The 30-day public comment period for the proposed amendment will end at 5:00 p.m. on April 28, 2014. All written comments concerning the proposed amendment must be submitted no later than this date and time to the staff contact identified above. Additionally, all evidence, testimony, and exhibits to be offered at the June 11 hearing must be submitted in writing by this date to Richard Looker. Non-evidentiary policy statements made at the June 11 hearing need not be submitted in advance.

The Water Board will receive oral public testimony on the proposed amendment at the June 11 hearing. At the conclusion of the hearing, the Water Board will consider adoption of the proposed Basin Plan amendment, including changes to the proposed amendment that are consistent with the general purpose of the proposed amendment and are logical outgrowths of evidence and testimony received.  Alternatively, in response to written comments and testimony received, the Water Board may recommend that staff make changes to the amendment, which would be presented for its consideration at a subsequent hearing.

If the Water Board does not vote on whether to adopt the proposed amendment at the June hearing, it may continue the hearing on the amendment until a subsequent meeting. Water Board staff will release any proposed changes to the proposed Basin Plan amendment and/or accompanying staff report prior to a subsequent hearing. (The following website: http://www.waterboards.ca.gov/sanfranciscobay/board_info/agenda.shtml will reflect future board hearing information) Oral public testimony at a subsequent hearing will be limited to comments on changes to the Basin Plan amendment that Water Board or its staff may propose to the version released with this notice.                  

The public hearing will be conducted in accordance with the California Code of Regulations, title 23, section 649.3. Time limits may be imposed on oral testimony at the public hearing; groups are encouraged to designate a spokesperson. All exhibits presented at the hearing, including charts, graphs, and other testimony must be left with the Water Board. They will become part of the administrative record. Any proposed changes to the publicly noticed documents and staff’s responses to written comments submitted before the close of the comment period will be posted at http://www.waterboards.ca.gov/sanfranciscobay/basin_planning.shtml#owts.
