ASSEMBLY ANNOUNCES THEIR WATER BOND POLICY PRINCIPLES
Today Assemblymember Anthony Rendon presented proposed Principles for Developing a Water Bond to the Assembly Water, Parks & Wildlife Committee.
As you know, the November 2014 ballot includes an $11.14 billion general obligation bond for water infrastructure. The Legislature originally approved this bond measure in 2009, for the November 2010 ballot but due to a number of factors the measure was pushed back to the 2012 ballot and then again to the 2014 ballot.
Last year, polling showed that voters still would not support an $11.14 billion water bond. Assembly Speaker John Pérez and Senate President Pro Tempore Darrell Steinberg convened water bond stakeholders to encourage them to discuss reducing the size of the proposed water bond. The Assembly Speaker recently created a water bond working group of the Democratic Caucus to develop water bond principles for moving forward.
The central theme of Mr. Rendon’s comments referred to how these principles and the process for developing a water bond reflects a significant change from the way that the 2009 water bond developed. These principles can provide a foundation for moving forward with a new water bond and for interaction between the Legislature and stakeholders, and Californians generally. It is anticipated that legislators may use these principles in water discussions in their district during the upcoming break.
