ESA Welcomes Chris Fitzer, Fisheries Program Manager

Join us in welcoming senior fisheries biologist Chris Fitzer. Chris will collaborate with ESA’s restoration specialists, fish biologists and aquatic ecologists to lead impact analyses on a variety of projects, including large, complex studies in the Sacramento-San Joaquin Delta and other interconnected aquatic ecosystems and waterways.

Chris brings more than 17 years of experience developing innovative approaches to fisheries investigations, fish sampling programs and surveys, aquatic habitat evaluation and restoration, limiting factors analyses, habitat-flow relationship analyses, computational hydrologic and water quality model interpretation, and a working knowledge of California water rights issues. He is currently assisting the California Department of Water Resources with Central Valley Project and State Water Project Operations Criteria and Plan Biological Opinion, Reasonable and Prudent Alternative Action implementation, including data analysis and reporting on the performance evaluation of behavioral fish barriers and salmon outmigration and survival in the Delta, and planning and permitting for habitat restoration in the Delta.

He’s collaborated with clients including the U.S. Bureau of Reclamation, California Department of Fish and Wildlife, Sacramento Area Flood Control Agency, and Sacramento Area Water Forum. Chris is proficient in federal Endangered Species Act Section 7 and California Endangered Species Act Section 2081 compliance, CEQA, and NEPA documentation. He brings a unique perspective to each project based on his experience working as a consultant for public and private firms, the Environmental Defense Fund, Oregon Department of Fish and Wildlife, and the U.S. Department of Agriculture Forest Service.
