A Message from the State Water Resources Control Board

On December 31, 2012, the State Water Resources Control Board (State Water Board) released the Notice of Filing and of Public Comment Period and Hearing on the Adequacy of the Draft Substitute Environmental Document (SED) in Support of Potential Changes to the Water Quality Control Plan for the San Francisco Bay-Sacramento/San Joaquin Delta Estuary: San Joaquin River Flows and Southern Delta Water Quality (Notice).  The Notice states that a hearing on the adequacy of the SED will begin on March 20, 2013, and that presentation of oral comments will be limited to 10 minutes per commenter.

The State Water Board has been informed that some commenters intend to make joint presentations and would like additional time for those presentations.  The State Water Board encourages commenters with similar comments to make joint presentations and requests that oral summaries of written comments be brief.  In order to organize the presentations and facilitate efficient planning for the hearing, please submit any requests for more than 10 minutes to present comments by email to bay-delta@waterboards.ca.gov not later than noon on Friday, March 1, 2013.  The email should include the name of the person leading the presentation, the commenters being represented, the total amount of time requested, and any additional information concerning the request you think would be useful for State Water Board staff to know in advance of the hearing.  A short explanation of the need for additional time would be helpful.  Submission of a request is not necessary if you plan to limit your presentation to 10 minutes.  If you have already made a request through some other contact with the State Water Board, please resubmit the request to the above email address by
