May 2018 RAWG Update:
Horizon Guiding Principles, Futures Creation & Project Performance Assessment

At the RAWG meeting on April 3, planning staff provided an overview of the feedback received at the March pop-up events and via the online survey as part of the Horizon initiative. Planning staff also shared Horizon’s preliminary Guiding Principles, and RAWG attendees were invited to comment on the proposed principles.
In addition, staff provided an update to RAWG attendees on the 2020 and 2022 Congestion Mitigation and Air Quality (CMAQ) Performance Targets. While not related to Horizon, staff were seeking feedback on potential target-setting options for congestion, mode shift and emissions targets for the San Francisco and San Jose urbanized areas to comply with new federal regulations. MTC needed feedback from stakeholders and the public by April 17, 2018.
Happening in May
At the RAWG meeting on May 1, planning staff will offer a summary of all of the feedback that they received on the preliminary Guiding Principles for Horizon and will discuss the revisions that have been made since the last RAWG meeting.
Staff also will offer a recap of the April 23 Horizon Peer Exchange event and will present the potential futures (approximately 10 in total) that were created at this event. Staff will ask RAWG members to weigh in on the potential futures and on how to use public and stakeholder input to select three or four futures for further analysis.
Planners also will give an overview of the proposed Project Performance Assessment process for Horizon and Plan Bay Area 2050 and will ask for input on the proposed changes to this process from the Plan Bay Area 2040 framework.
Finally, for an item unrelated to Horizon: Staff will give a brief update on the ongoing deliberations with Caltrans on the 2020 and 2022 Congestion Mitigation and Air Quality (CMAQ) Performance Targets.
