California Regional Water Quality Control Board – Public Hearings on Proposed Withdrawal of Certain Water Quality Criteria Applicable to California

State Water Resources Control Board This is a message from the California Regional Water Quality Control Board, Central Valley (5).
 
EPA is proposing to amend federal regulations to withdraw certain federal water quality criteria for lead, chlorodibromomethane, and dichlorobromomethane applicable to California. The state now has adopted certain criteria for these parameters. EPA approved the state’s site-specific criteria, which are less stringent than the federally promulgated criteria, because EPA determined that the state’s criteria were scientifically sound and protective of the designated use(s) of these waters. Consistent with the emphasis on state primacy for the water quality standards program, EPA has determined that the federally promulgated criteria for these parameters are no longer needed for certain waters in California. The withdrawal of the federally promulgated criteria will enable California to implement its EPA-approved water quality for these parameters. 
 
·       Public comments on the proposed rule must be received on or before February 9, 2018.
 
EPA is offering an virtual public hearing so that interested parties may provide oral comments on EPA’s proposed rule.  Following a brief presentation from EPA, the Agency will accept oral comments that will be limited to three (3) minutes per commenter so each commenter has an opportunity to present his or her views. Commenters will also have the option to submit visual aids to accompany their oral comments. The hearings will be recorded and transcribed, and EPA will consider all of the oral comments provided along with the written public comments submitted via the docket for this rulemaking. The date and time of the hearing is as follows:
 
·       Thursday, January 25, 2018: 9:00 am to 11:00 am (Pacific Standard Time)
