Blog Post: Don’t Forget, The Real Goal is Ongoing Efficiency

When it comes to conservation, Californians are shifting from the burdensome actions required last year to changes that will result in permanent water savings. Achieving high levels of ongoing efficiency is a far more meaningful goal than meeting monthly targets set by the state, ACWA Executive Director Timothy Quinn writes in the latest entry in the Voices on Water blog.

DWR Releases Final Changes to Groundwater Basin Boundaries

The California Department of Water Resources today released final 2016 modifications to California’s groundwater basin boundaries, completing a critical step in the implementation of the state’s Sustainable Groundwater Management Act.

DWR is scheduled to present the final basin boundaries to the California Water Commission at its meeting in Sacramento today.

Stakeholders Gather for Workshop on Delta Conservation Framework

The Delta Restoration Network of the Delta Conservancy on Oct. 20 is hosting the third in a series of four community workshops for stakeholders interested in contributing to the development of the Delta Conservation Framework document.

Comment Period Extended on Proposed Flow Changes for San Joaquin River

The State Water Resources Control Board has announced it has extended the written comment period on its draft proposal to increase unimpaired flows for fish species in the San Joaquin River. The State Water Board also is planning additional public hearings on the proposal.

The period for submitting written comments on the proposal, technically known as the draft revised Substitute Environmental Document, has been extended to noon, Jan. 17, 2017. The deadline had been Nov. 15.

The State Water Resources Control Board continues to report monthly conservation data under the modified emergency water conservation regulation adopted earlier this year. While the latest data show urban Californians are achieving significant levels of conservation, State Water Board staff has signaled interest in returning to state-mandated conservation targets in January 2017 if the drought persists and a steep decline is conservation is perceived.

The San Joaquin River was the focus of one of the most contentious legal battles in California water history, ending in a 2006 settlement between the federal government, Friant Water Users Authority and a coalition of environmental groups.
