SAN DIEGO UNION-TRIBUNE: PROP 53 IS A “CUMBERSOME MESS”
Editorial Notes Attack on Local Control, Failure to Exempt Emergencies
SAN DIEGO — The San Diego Union-Tribune today urged its readers to vote NO on Proposition 53, calling it “poorly written” and a “cumbersome mess” that threatens local control.
This “ballot measure is a mess. It is so poorly written that it doesn’t even define “project,” according to a Legislative Analyst’s Office analysis. A local government that wanted to build a major infrastructure project might have to put its plan before all state voters if it got even limited state assistance.
“And Proposition 53 doesn’t exempt emergency repairs following earthquakes or disasters.
“We urge a no vote on Proposition 53. It must not become the latest flawed ballot initiative that makes the state more difficult to govern.”

More than 230 groups have joined the bipartisan statewide coalition representing local government, public safety, water, business, labor, agriculture, educators and more opposing Prop 53.
Other newspapers opposing Prop 53 include the San Francisco Chronicle, Sacramento Bee, San Jose Mercury News, The East Bay Times, Santa Cruz Sentinel, Monterey Herald, Bakersfield Californian, and The Press Democrat.
