AB 371 To Be Heard in Senate Environmental Quality Committee – CASA Remains Opposed

A modified version of Assembly Bill 371 by Assembly member Rudy Salas is scheduled for a hearing in the Senate Environmental Quality Committee on June 18, 2014. While the bill has been scaled back and no longer seeks to allow Kern County to ban biosolids land application, CASA remains opposed due to the negative precedential nature of imposing unnecessary testing of groundwater and soil at biosolids land application sites and the arbitrary nature of discriminating between in-county and out-of-county biosolids that is a core component of the bill. 
 
As amended, the bill would now require the State Water Resources Control Board to provide for additional testing of groundwater and soil at biosolids land application sites in the unincorporated areas of Kern County. We urge members to review the revised bill language and determine whether your agency is still interested in opposing this bill alongside CASA. If your agency remains opposed to the bill, we would appreciate your sending a letter of opposition to the Senate Environmental Quality Committee members by Tuesday, June 10th. Feel free to utilize the template CASA has developed to facilitate the process.
