Topic: Dredging Permits – Essential Do’s and Don’ts

Synopsis:

The U.S. Army Corps of Engineers (USACE) is responsible for administering Section 404 of the Clean Water Act for placement of dredge or fill material into waters of the U.S. and for Section 10 of the Rivers and Harbors Act for work in navigable waters of the U.S.  The Dredged Material Management Office (DMMO) is responsible for making permit decisions on applications for dredge projects (including disposal or placement of dredged material).  The processing of an application can be a long and sometimes confusing process.  The Corps’ process includes several steps, some of with can be done simultaneously; others are sequential.  The DMMO, in cooperation with other agencies, has worked to streamline that process.  As a partner in the Long Term Management Strategy (LTMS) for managing dredged material in the San Francisco Bay region, the Corps continues to examine ways to simplify the permitting process.

 

Speaker: Mr. Robert (Rob) Lawrence, Dredged Material Management Office (DMMO), U. S.  Army Corps of Engineers (USACE)

Mr. Robert (Rob) Lawrence is the Chief of the Dredged Material Management Office (DMMO) in the San Francisco District of the U.S Army Corps of Engineers (USACE).  Coordinating with several state and federal regulatory and wildlife agencies, he authorizes individual dredge episodes and supervises a staff that makes permit decisions on applications for navigational dredge projects.  Rob has been with the San Francisco District for almost 25 years, 18 of those years have been with the DMMO as a Project Manager and now as Chief. Prior to working for the Corps, Rob was an environmental consultant based in the San Francisco Bay area and worked for several years overseas as a marine-research assistant and an environmental lobbyist.  His main areas of concern were coral reef ecology, endangered species and marine reserves.
