DWR’s ‘Experimental Winter Outlook’ for 2014 Sees Mostly Dry Conditions
Dry conditions will continue this winter for most of California, but there is a small chance in the spring of a shift to El Nino weather patterns that could bring wetter weather to Southern California.
That is the “experimental winter outlook” released Nov. 27 by officials with the Department of Water Resources (DWR). The experimental outlook is part of DWR’s ongoing efforts to develop “seasonal water supply forecasting ability,” according to a press release from DWR.

Subsidence Threatens Water Infrastructure in San Joaquin Valley, USGS Says
Hydrologists have found some of the fastest rates of land subsidence ever recorded in the San Joaquin Valley, the United States Geological Survey announced Thursday.
Beginning in 2009, the U.S. Bureau of Reclamation commissioned USGS to conduct a multi-year study of subsidence effects along the Delta-Mendota Canal and the surrounding San Joaquin Valley. Using satellite-based radar to measure changes in land surface elevation, USGS scientist and report lead author Michelle Sneed and her colleagues found a “very large subsidence bowl” in the region.
EPA Might Require Fire Hydrants be Lead Free
The Reduction of Lead in Drinking Water Act was signed into law in 2011 and is based on California’s law reducing the amount of lead allowed in plumbing components. To allow plenty of time to prepare for the changes in lead content, the federal law did not go into effect right away. The effective date of the federal law, January 4th 2013, is now almost here and a key difference between the federal statue and California law has emerged: fire hydrants.
