DWR Announces Initial Water Delivery Estimate for 2014
The Department of Water Resources today announced an initial allocation of 5% of requested deliveries to State Water Project (SWP) contractors for calendar year 2014.
The initial allocation — or water delivery estimate — is always conservative because it’s made early in the storm cycle. But this particular allocation is notable because it ties the lowest allocation DWR has ever made for the State Water Project, reflecting the record-breaking dry conditions so far in 2013.
CA Water Commission Listens To Presentations on Statewide Water Action Plans
The California Water Commission on Wednesday listened to presentations on three comprehensive, statewide water action plans originating from different entities – ACWA, the state of California and an environmental coalition.
The plans seek to establish statewide priorities and actions to be undertaken within the next one to five years that will address the state’s overall water supply reliability and ecosystem health.
Commissioner Anthony Saracino described the comprehensive plans as “a big step forward for the state.”
California Sees Dry Start to Water Year
Precipitation finally is on the way this week for much of California, but it will take more than a brief drenching to ease a prolonged dry spell that’s shattering state records.
Settlement Reached with Kern County Oil Firm for Discharging Fracking Fluid
The Central Valley Regional Water Quality Control Board (SVRWQCB) on Nov.15 announced that Vintage Production California LLC has agreed to pay a $60,000 penalty for discharging hydraulic fracturing fluid into an unlined sump in violation of the California Water Code.
The penalty is the result of a settlement agreement between Vintage and the SVRWQCB prosecution team and is the maximum penalty allowable under the state Water Code.
Proposed Fracking Regulations Released for Public Review, Comment
The California Department of Conservation (DOC) on Nov. 15 released for public comment a package of proposed regulations for well stimulation treatment for oil and gas production, a process also known as hydraulic fracturing or fracking.
The release of the proposed regulations launches the formal rulemaking process and marks the beginning of a 60-day public comment period. It is likely an additional 45-day public comment period will follow later in 2014, DOC officials said in a prepared statement released Nov. 15.
Federal Agencies Teaming on National Drought Resiliency Partnership
Under the direction of the Obama administration, federal agencies launched a new partnership Friday, Nov. 15, taking action to make it easier to find and utilize the government’s drought resources.
The partnering agencies also will align drought policy, improve coordination of drought preparedness and response efforts, and make forecasts and critical data publicly available in a single location.

California Will Have Big Voice at WRRDA Bill Conference
Five members of California’s congressional delegation have been named to the conference committees that soon will meet to try to resolve differences in the House and Senate versions of the Water Resources Reform and Development Act (WRRDA).
Sen. Barbara Boxer (D-CA) will chair the Senate conference, and Reps. John Garamendi (D-03), Janice Hahn (D-44), Duncan D. Hunter (R-50) and Grace Napolitano (D-32) are serving in the House conference.
