REVISED: Order of Proceeding for March 20, 2013, Hearing Concerning the Bay-Delta Plan Substitute Environmental Document

This message revises the message of the same subject sent on March 14, 2013, and includes a revised Order of Proceeding (below).  The primary changes are that a specific start time is assigned to the presentation led by the San Joaquin Tributaries Authority and a note is added to clarify that the 10-minute time limit for public comments may be shortened at the discretion of the Hearing Officer.

On December 31, 2012, the State Water Resources Control Board (State Water Board) released the Notice of Filing and of Public Comment Period and Hearing on the Adequacy of the Draft Substitute Environmental Document (SED) in Support of Potential Changes to the Water Quality Control Plan for the San Francisco Bay-Sacramento/San Joaquin Delta Estuary: San Joaquin River Flows and Southern Delta Water Quality (Notice).  The Notice states that a hearing on the adequacy of the SED will begin on Wednesday, March 20, 2013, and continue if necessary on March 21 and March 22. The Notice further states that oral comments will be limited to 10 minutes per participant, or as directed by the Hearing Officer.  On February 15, 2013, the State Water Board sent an email asking that parties who would like more than 10 minutes to present their comments make a request for additional time by March 1, 2013. The email message also encouraged commenters with similar comments to make joint presentations.
